so the thing is i wanted to make a tier list of pokemon based on the manga, videogames, and anime to rank the toughtest poekmon around.mostly i will use the anime and videogames as a reference due to splashability most of the readers have to them unlike to the manga which will also be used a s a reference. notice that this tier list is not based on any other tier list in the web or arguments from another person this is entirely made by my thoughts and opinions. i f you disagree in any way it`s perfectly OK since we are not a single mind and we all have different opinions on who are the strongest Pokemon. without further filler i will begin my tier list. notice that the argument why i placed certain pokemon will be put below the tier list so you can compare and check. so the tier in my opinion should be:

no argument here is valid, Arceus is god so basically he owns this.
tier 1
Mew is considered Arceus very first creation and guradian of creation itself, some even consider Mew Arceus`s "son" but no data of worthy sources can claim it, he can transform in any pokemon and knows all posible moves so he deserves it.
tier 2
i placed most of the spacial-temporal pokemon along with strong warpers and psychic pokemon due that the dragon trio(Giratina-Dialga-Palkia) showed great power in the movies of the Sinnoh region. Darkrai and Crescelia are considered equals so it`s safe to assume that Crescelia is as strong as Darkrai and Darkrai fought in equal grounds with Dialga or Palkia. Mewtwo can`t just miss here..
tier 3
i placed the weather trio in the top due to the fact that by just simply waking up they can cause catastrophies and that`s without trying! Rayquaza defeated Deoxys in Destiny Deoxys but barely, so he gains a place in this tier. Reshiram and Zekrom can also alter weather but not to the degree of the weather trio and doesn`t have enormous feats like nearly destroying the world in a fight like the weather trio, neverthless they are still a force worth of recognition. Kyurem is Reshiram and Zekrom`s equal so it`s safe to put him there.
tier 4:
Lugia was a beast in the movie power of one fighting the three legendary birds and beating them without help, he also has Telepathy which combined with his windy powers and Psychic powers make his a force to fear, neverthless he is not on similar grounds to the weather trio. Ho-oh lacks completely feats so i just placed him because he is considered lugia`s equal.
tier 5:
Celebi may look cute, but when he was controlled in the movie pokemon 4-ever he showed his true power controlling plants wildly to create mayhem! this is without taking in consideration his time warp which can be very tricky and dangerous... Heatran controls Magma and can withstand great pressures so he is a hard rock to crush. Regigigas is pure raw force but just that, he may have resistance but completely lacks speed or any other ability to be considered that hight on a tier list. Jirachi is really a wild card since not much battle feats come from it and he hasn`t actually fought, however due to his wish ability he may have some secret there maybe virtual omnipotence?
tier 6:
basically i splashed all the trios with Zoroark due to each of them shows a great degree of power in the anime and Manga. Zoroark is up there due to his apperance in master of illusions in which she fought evenly the legendary beasts(despite these ones weren`t Ho-oh`s trio). i didn`t put the trios in order due to the fact that that each member shows diferent feats in both anime-manga. for example Suicune seems to be the strongest of the legendary beasts and the birds all seem on the same level, the same case is present with the "regis" and the lake trio(Uxie-Azelf-Mesprit) in which there seems to be not a stronger member. this case breaks with Landorus having a slighly higher base stat than Thundurus and Tornadus.
tier 7:
basically i splashed the pseudo legendaries with Genesect due that in the games all six (Salamence,Garchomp, Metagross, Tyranitar, Dragonite, Hydreigon) have higher base stats than most "common" pokemon and also in the anime they are presented as being stronger than regular pokemon. i putted Genesect here due to the fact he is in similar stats with the Pseudos and has done nothing impresive to date, despite many people thik he is like Mewtwo.
tier 8:
i splashed most of the stronger regular pokemon that are not Pseudo. most of this guys show inmense power in the series and in the games being most of them very common pokemon in the competitive play in the videogame area.
tier 9:
despite they have very good stats in the games their performance in the anime and manga is Horrible in terms of power, maybe Manaphy can be saved here but i`m not sure about it..
tier 10:
